In a normal situation, students/medical staff/workers can not pray Jummah on their campuses if there is a Masjid nearby. However, if they are not going to make it to the Masjid due to time constraints during winter time, distance, and other legit conditions, then they should go ahead and conduct Jummah prayer on campus till the time or other constraints allow them to be able to go back to pray Jummah prayer at the nearby Masjid.
