The majority of the scholars say that if he is intending to stay more than 4 days, then no, he cannot continue breaking his fast. He is no longer a traveler in this case; he is a resident.

However, he can still take the concession of a traveler on his first day of travel, but starting the next day he has to start fasting. On the day he travels back home, he is also allowed to break his fast once he leaves the area he is in; but he has to have started the day fasting.
