What is the ruling for a woman raising her voice in Talbiya?

There is no harm in that, as affirmed by Ayesha- the mother of the believers (may
Allah be pleased with her), as it was related that Al-Qasem Bin Mohammad said:

“Mua’wiya (may Allah be pleased with him) went out the night of Nafr (the night of
departure from منى Mina), and he heard a voice saying Talbiya, so he said: “Who is
that?” It was said: Ayesha, the mother of the believers, she went for Umrah from
Tanei’m.” Narrated by Ibn Abi Shayb.
