No, the majority of the scholars believe that it is permissible to do cupping while fasting. Their evidence is based on the action of our Prophet (pbuh), who had cupping done while fasting. They reconcile the action of our Prophet (pbuh) with the above hadith by coming to the conclusion that cupping during fasting is disliked, but permissible.

Imam Hanbal disagrees with the majority of the scholars. He believes cupping while fasting is impermissible.

To whomever adopts the opinion that it is permissible, in order to be on the cautious side, when there is no need for cupping to be done during the day, it should be avoided during the day and done during the nighttime.
