If she is performing Umrah, then she must not perform Tawaf around the House until she becomes pure and completes her Umrah. If she is performing Hajj, then she should do what the Mother of the Believers- Ayesha- did when she started menstruating during Umrah. The Messenger of Allah (ﷺ) told her: “Do what a Hajji does except that you should not circumambulate the House (perform Tawaf around the Ka’ba) until you become pure.” Narrated by Al-Bukhari
