There is a difference of opinion among our scholars regarding a woman’s hair cutting her hair short. Some of the jurists disapproved of it and some of them permitted it, provided that it does not resemble men or immoral women.
The rule for imitating a man is that she cuts her hair in a way that makes her head look like a man’s.

Imam Al-Nawawi used the above-referenced Hadith as proof to make it permissible for women to shorten their hair to a certain extent.
