If a woman started menstruating before or after entering the state of Ihram and did not perform Tawaf for Umrah or Tawaf-ul-Ifada for Hajj and her Mahram/group with whom she traveled must leave to return to their country, what does she do?

She should travel with her Mahram and group with whom she traveled and remain in a state of Ihram then return once she is purified to perform the Tawaf and finish her Hajj or Umrah. This ruling applies if she resides in Saudia or in a neighboring country as long as returning to Saudia is easy and does not pose any hardship or complications in travel documents.

However, if she is foreign to the country and came from a country from far away and returning to Saudi poses a great difficulty for her, she should wait until the last day of her stay with her group. If she is not yet purified, she should take a full shower and exercise caution with her underwear protection and proceed to perform her Tawaf, Sa’i, shorten her hair, and complete her Umrah or Hajj in the same trip. This is due to her Tawaf becoming a necessity during that time and necessity overrides restrictions.

(This opinion was ruled by Imam Ibn Tayyimiyah due to the hardship women faced at his time for not being able to come back to Makkah and finish their Tawaf)
